I double-checked that, actually two minutes ago. I create the 
ENABLE_INSTALL_TOOL, make sure it's dated as now, make sure it's 
available for reading/writing for the apache server, and then go to the 
Typo3 Admin interface. It's still doesn't allow me to access the Install 
Tool.
