[TYPO3-english] new admin - user login help

This is where I have a problem.  I have no administrator over me to help.
That's what happens at universities who hire students.  Turnover has long
since gotten rid of anyone who knows what is going on.

I can go to her office and check that she is actually connected.  However,
although I removed it in the message, she did send me the correct url to our
college's TYPO3 login screen where she was getting the error.

Any other suggestions greatly appreciated.

You need to follow up with your administrator. Judging by that
message, she is never actually getting to the TYPO3 login screen, and
TYPO3 categorically does not produce any such error message.
