[TYPO3-english] CONSTANTS top-level object

Following-up on myself:

Actually I just found the following at the beginning of the section 
about TLOs:

"Site-specific constants, eg. a general email-adresse. These constants 
may be substituted in the text throughout the pages. The substitution is 
done by parseFunc. (Option: constants=1)"

which both answers my question and provides the description I was 
thinking about.
