[TYPO3-english] CONSTANTS top-level object

Hi all,

While working (finally!) on updating the TSref for the upcoming 4.3 
version, I stumbled on the CONSTANTS top-level object, which I had never 
used before.

 From what I can guess, this object is only used to define constants 
that can be used to substitute matching markers in a parseFunc. Is that 
indeed their only use?

I would like to update the TSref with a little explanation.
