[TYPO3] set the startmodule via UserTSconfig possible?

setup.override.startModule = web_layout

BUT that takes effect *after* the user has saved the record.

In overall the problem of default and override values is that they are 
not taken automatic.

For some values I have set in my plugins forced usage of setup.override 
- that is checked first.
