If extension uses license incompatible with GPL, it must not appear in TER. TER *requires* extensions to be GPL. If non-GPL extension is found in TER, it is removed from there forcefully.

There are lots of CC licenses but most of them are incompatible with GPL. Releasing extensions under CC license violates the GPL.
