[TYPO3] Newbie problems: set charset & laguage pack

Hello to list!

Im using Typo3 4.0.4, php 5.1.4, MySql 5.0.27, Apache 2.2.3 and heres my 
problem:
Im writing web page in Slovak so I wanted to change charset to iso-8859-2. I 
spend few hours searching internet to learn how to do it. I find some 
recommendations which I tryed to apply but all I get is errors. This is what 
I did:

1. changed database charset to latin2 iso-8859-2
2. in Typo Install Ive changed forcecharset to iso-8859-2
3. in Template setup I have: page.config.laguage = sk
4. in Ext manager tryed to install Slovak language but strange thing happen: 
Typo sad that install was ok and that language pack is running but when I 
open User Setup I get this:

"The selected language is not available before the language pack is 
installed.
You can use the Extension Manager to easily download and install new 
language packs."

Why?
The langugage pack is for Typo 3.8. Does it mean that I cant use it with 
newer version?


If I want to edit some page text I get this error in top of BE:

"Warning: xml_parser_set_option() [function.xml-parser-set-option]: 
Unsupported target encoding "iso-8859-2" in 
C:Inetpubwwwrootasc_new_01t3libclass.t3lib_div.php on line 2146"

After editing when I press save&preview I get this errors:

Its funny that everything is rendered ok. I can see iso-8859-2 chars in BE 
and FE. But these errors telling me that something is wrong.

Please someone help me with this.
