[TYPO3] The original character set "iso-8859-2" was not found in t3lib/csconvtbl/

UPDATE:
If I comment out the following line in locaplconf.php:
$TYPO3_CONF_VARS['BE']['forceCharset'] = 'utf-8'

Then the page shows up, yet there is the admin panel with no labels. It  
came out of nowhere :/
