[TYPO3] How can BE-Users access the Constant Editor?

Hi members,
I know that it makes no sense to allow non-Admin-BE-Users to access 
Templates and TypoScript, but for me it would make sense to give 
BE-Users -that are members of BE-User-Group: Chief Editors- access to 
the Constants-Editor, so that they can manipulate constants of colors, 
dimensions etc..

Is that possible? If it is, how?

Would be nice to know.
