[TYPO3] Customizing the htmlarea RTE

The name doesn't matter. But there's one thing: Some JS parts of the RTE 
use resources that are loaded by the browser. I have seen it again and 
again that a RTE setup didn't seem to work. I ended up forcing my browser 
to reload the CSS files.
