YES! Any Code that relys on TYPO3, that is does not make any sense for
itself but only in conjunction with TYPO3 is required to be licensed by GPL!

Noone forces you to publish GPL-Code though.

If you want to avoid GPL you need to build a library that makes sense
for itself. Then you can set up an extension that does the glue between
TYPO3 and your library.

That's the way it works for this commercial RTE for example:
