[TYPO3] Allow non-admin users to create reference to content elements or delete them

Dear List,

We are using referenced content elements to avoid duplication. This
works fine as an admin using the "create reference" icon on top of
every content element in the web > page ( with templavoila ) module.
I have set up some non admin users who are doing the real content
filing of the site however they cannot paste the reference. It seems
to work correctly but the reference is not created when they paste it.
They are also unable to delete content elements.
I have been searching in the access lists, mailing archives and google
but I didn't find a solution.
Any help would be appreciated.
