Try to add $TYPO3_CONF_VARS['BE']['explicitADmode'] = 'explicitAllow';
to your localconf.php. This switches the deny/allow mode so that you
check "allow" instead of "deny".

Then when you allow News for "almost-admin" and not allow it for
"editors" everything should work as expected.
