Just put your Tsconfig code eg.

mod.web_layout.disableNewContentElementWizard=1
admPanel {
  enable.edit = 1
  module.edit.forceDisplayIcons = 1 
  module.edit.forceDisplayFieldIcons = 0
  hide = 1
}

in the editor-groups instead of in the configuration for a single editor

Hello!

Is it possible in Web->Access module to have 'edit' pencil next to 
records (sites) that are not owned by current user?
I would like to give edit rights (pencil) to all members of owner group, 
  not to single user. How to do this?
