[TYPO3] TS for non-admins

[PEF]

As far as I can see, I have to put all my constants in a 
ext_typoscript_constants.txt file to get access to the constants?! At 
this moment they just resides in the constant section in a separate TS 
template.

I'll take a closer look at it.
