[TYPO3] TS for non-admins

Hi Peter. You could try this extension:
http://typo3.org/extensions/repository/view/constant_editor/0.1.4/

It allows you to set up som CONSTANTS, that your normal BE users has access 
to changing.
That's a better solution than giving them direct access to the TS templates.
