[TYPO3] Template Tools not accessible through HTTPS

Hi everybody,

I finally found the reason for my problem in not accessing the 
template tool.

When the variable $TYPO3_CONF_VARS["BE"]["lockSSL"] is set to '1' or 
'2' (meaning, access to the backend should only be able through 
HTTPS), than the template tool _is_not_available.  As soon as I set 
the variable back to '0', everything works fine.

Well, not everything:  If I've logged in through HTTPS, I always get 
a warning from the browser, that within the frame an unsecured page 
is displayed!

This is the same behavior for 3.8.0 and 3.8.1.
