[TYPO3] Frontend admin panel for backend users not appearing

Tyler,
I don't see the admin panel in the html source for the page.
I have added the typoscript code you suggested to the user and group.
Now, there's a one-line gray bar on the page in two places. Is that the
admin panel? The tutorials I have seen show a square, larger box.
