[TYPO3] Howto create a 'user' account outside BE

I cannot login anymore to the BE, as many others outhere experience. From 
what I understand this only involves 'admin' accounts. Well here my problem 
as i only have an 'admin' and no 'user' account i cannot login to the BE, 
and add content to my site.

How can I create a 'user' account, and specify the login name/password and 
access right OUTSIDE the BE. (I have access to phpmyadmin, just have no idea 
with tables to modify). Any help will be greatly appriciated as i'm 
struglling with this situation now for a couple of months.
