[TYPO3] Frontend admin panel for backend users not appearing

that documentation is poor - it doesn't tell all necessary settings.
I must ask from this list extra help to find all setting, what I need.

Have you enabled the plugin 'Preconfiguration of Backend Users' 
('conf_userts')?
