[TYPO3] Frames pass wrong id

Hi everybody,

I've got a typo3 (Version 3.8.0) site with a frameset.
The homesite (eg the top page in my pagetree) has id 22.
If I call mydomain.de/index.php?id=39 I expect, that every frame is 
called with id=39 but the subframes are all called with id=22.
Is this the expected behaviour?
BTW how can I pass the the correct id down my frameset?

Whould be nice if someone could help me here...
