[TYPO3] Which documents describe language encoding

If you want to mix Western and Russian it's best if you bring your site to 
UTF-8. You need to set "forceCharset" in the installer to UTF-8 AND convert 
  all your data in the database as well as your extenral files 
(HTML-templates) to UTF-8.
