Just to add, I have extended the "Content Element Wizard Patch" and
fixed this problem. I have sent the revisions to the author
and received a response but the extension has not been modified.
I'm going to send a follow up email and if not answered I will submit
the updated extension to the repository.
In my version the template voila content wizard respects the allow/deny
settings for each user so the "permission denied" message does not
appear, the extension has now been deployed on three live sites with no problems.

Using my patch there should be no need to disable it.
