[Typo3] Right to move pages to another directory?

Hi list,

does only the owner of a page (but not the group) have the 
right/permission to move a page to another directory? A user of mine is 
not allowed to move a page to another directory even though he is member 
of a user group that do have the right to view, edit, create etc. (but 
not delete) the pages and contents of the website. (Error: "Attempt to 
move record... (pages: #) withour having permission to do so.") Moving 
within the same directory is ok.

Is this as it should be?
