[Typo3] Right to move pages to another directory?

"moving" page X from section A to B works like this:
1. copy page X in section A
2. create the new page X in section B
3. delete page X from section A

so you need the right to delete the page in section A and the right to
create new pages in section B.

Yeah, somehow a user does not neccessarily need a delete permission to
move the page within the same tree level using those up/down buttons. In
my eyes this is a bug.
