[Typo3] Error in phpMyAdmin with utf-8

hi

its strange because in my TYPO3 3.8.0 installation there is file 
dutch-utf-8.inc.php.

My advice for you is to get this file from TYPO3 3.8.0 source files or 
from phpMyAdmin source files.

And as far as I know phpMyAdmin select the default language defined in 
your browser. Try to set in Internet Explorer "tools" - > "interent 
option" -> tab "main" -> "languages" - and add for example english 
language as first one. Then phpMyAdmin will search for english language 
file.
