[Typo3] HTML entities converted to unknown symbols

This especially regards nbsp. Non-breaking space in inserted between
<p> tags when you press Enter twice in RTE. It wasn't a problem a
while back. No, all of a sudden, a hollow square (a question mark in
FF) is displayed in place of &nbsp; or any other entity.

Even though my backend is utf-8 and my frontend is windows-1251, I
never had such a problem before :(
