[Typo3] Setting page/element access permissions with a non-Admin account

Hi,

I want to let my users restrict access to their pages / content elements 
using the Access dropdown (NOT the admin access icon!).  However, I 
cannot figure out how to set this up so that a regular, non-admin user 
can see all the fe_groups I have set up.  Do I need to hack something in 
the Core, or is there some documentation I'm missing?  Any response, 
even just a link, would be greatly appreciated.
