[Typo3] scrolling content

I've done something like this using scrolling DIV tags. 
www.cassandrasterling.com  If you do a search for "scrolling DIV" on google 
you'll find some clear instructions on how to do this.  I was never able to 
figure out all the cross browser issues with positioning of the scroll bar. 
Some browsers displayed the scroll bar in a slightly different positions but 
maybe I was doing wrong in my css.

hey,

is there a way to make every content-item scrollable (in a table), in the 
way
that my overall lay-out always stays the same size?
eg. I have place for 400px , but once my text, or image gallery needs more,
typo3 adds scroll bars to it?

Is this possible or do I have to use java or something in my template file?

(hope that it's a bit clear what I m trying to say)
