[Typo3] loadcta failed to open stream

Hi All,
I'm new to the list and typo3 and have got stumped by
this, already googled for a solution with no joy.

Using quickstart 3.8 on WAMP and get the following
error on admin page (user pages all OK)

Warning:
loadtca(/apache_sites/testsite/typo3/typo3conf//apache_sites/testsite/typo3/typo3/sysext/cms/tbl_tt_content.php):
failed to open stream: No such file or directory in
c:\apache_sites\testsite\typo3\typo3\t3lib\class.t3lib_div.php
on line 3269

any suggestions?
