First, you should have made a new post for a new question because  
this second question is off topic (off subject).

You should never change "original" files in a extension if possible.  
The correct way to override a locallang label is:

plugin.tt_news._LOCAL_LANG.default.latestHeader = Latest News

This renames the latestHeader from "Breaking News" to "Latest News".  
default = english. Substitute this for your language.
