[Typo3] RTE not showing in quickstart

I am using Safari on OSX Tiger. 
The RTE did show up in the install of typo3 3.8.0 which was the binary installer. I then installed typo3 on my server 
by uploading quickstart files from the zipped archive and the RTE doesn't show up even though the extension is 
installed.
