[Typo3] New members. Dummy package.

This one stumped me for a while as well. I thought that the User Admin 
Tool would be the place to add new users, but there are no options to 
add users there. The User Admin Tool only allows you to list and edit 
existing users.

To add new users and user groups you need to ...
1. Click on the List module.
2. Click on your site holder (the page with the globe icon).
3. Find the Backend Users and Back End User Groups sections.
4. To the right is a New Record icon. Click this to create the new user 
or new user group.
