it needs to be "active" for the pages wherever your tt_news plugins are.

Easiest approach:
put TS in root template (in the setup field)

... or better to reduce overhead go to the first page where you have a 
tt_news plugin. Make a new template here but do NOT delete the 
setup/constants from templates closer to root. Then put the TS here into 
"setup".
