[Typo3] selectively displaying a second level menu

Hello Peter,

I am not trying to wrap the menu items. What i really want to do is in the 
template, if a menu will not displlay anything, I want it to show a 
completely different piece of HTML.

If an item in the top level menu has no children then do not show the left 
menubar ar all.
