[Typo3] config.baseUrl and #links

Hi
I enabled config.baseUrl in main template and my links within same page stop 
working.
I have page with list linked to section in rest part of page
<a href="#345">section1</a>
<a href="#346">section2</a>
When I click on link browser opens page http://www.example.com/#345
when I disable config.baseUrl and reload page the same link looks like 
http://www.example.com/?id=199#345
Whre is the problem?
