I don't think my idea has anything to do with the GPL.
I more see it as a 'typo3-pro-membership' where pro-users (developers) 
have some advantages on other users. All information is still available 
for everyone, except of some restricted pages for professionals.

As i have mentioned, it is just an idea I have
