[Typo3] utf-8 encoded file names in uploads? (BE fileadmin + FE)

Hi,

I am trying to upload files with Chinese/Japanese filenames (utf-8)
through the BE (fileadmin) and FE (various plugins), but Typo3 always
strips the characters to "_______.doc".
The filesystem is using UTF-8 and Apache2 and Typo3 are set to use
utf-8 as default encoding.
Is it possible to upload files with utf-8  names through Typo3? If
yes, what could be the cause of my problem?

Posting a simple upload form against phpinfo() displays the correct
filename in the $_FILES[] Array. I am using Typo3 3.7.0.
