[Typo3] Workflow and Todo

My settings (two different servers, similarly configured):
- Typo3 3.8.0
- FreeBSD 4.10
- PHP 4.3.10, MySQL 4.0.24
- Templavoila 0.4.0
- sys_todos 2.0.0 and sys_workflows 2.0.0

Both extensions installed fine. When in task center, nothing appears under 
Tasks as expected. I am able to create a workflow and it appears in the 
sys_workflow table.
