[Typo3] Add clear chache for non-admin BE-users

Add:
options.clearCache.pages = 1

to the TSConfig of the User/Group which should have clear cache enabled.

This will not bring up the clear Cache buttons on the bottom of the left-menu
but a pull-down box in the page-module ...
