I agree with you, "Clear Cache" makes it clear. Does "Admin Function" 
is meant to contain others functionnalities than those two (config and 
page cache)? If so, "Admin Function" is more generic and will feet 
every usecases. We could also add "Clear" at the beginning of those 
labels.
