[Typo3] charset rendering problem after upgrade to 3.7

Hi,

I have just upgraded my site from 3.6 to 3.7, it works fine execpt one
thing - during rendering html page in browser all special polish characters
are rendered wrong.

When I look at the page source charset declaration is set properly (to
iso-8859-2) however special characters are convereted to html entities such
as - &#xa6.

In the BE everything is ok

What is the reason for this?
