the <title>-tag is hardcoded in class.tslib_pagegen.php. You can set  
"config.disableAllHeaderCode" but this will indeed disable all header  
code. And that's no what you want, I think.

There are good reasons to generate the <title>-tag after doing some stuff  
during creation of the other header code, but it would be no problem to  
print the tags (after the generation) in a more search engine friendly  
order. Neverthelesss this needs a change in the core.
