[Typo3] allow users access to User/Setup module

Hello all,

I have an installation of Typo3 3.8.0

I can't allow a user group access to the user/setup module so that they 
can edit their preferences. If I ctrl-click the module in the access 
list of the group setup page, and then click save, the module becomes 
un-highlighted as the page refreshes.

I'd be most grateful for any suggestions.
