[Typo3] HTML content elements and teh Header

I've noticed with the HTML content element, if you specify a header for
it(It says name block in it, but if you click on the help, it says its the
header).  The header doesn't appear, i tried loading one of the standard
static templates & it still didn't exist so i'm under the impression that
maybe this is a bug, or is there another configuration thing i'm missing?
