I've solved the problem by comparing users, groups and access between my 
site and the quickstart tutorial site.  I found that in my equivalent of 
"List | QuickStart | Backend user group, GENERAL | Edit" I had not 
clicked the Include Access Lists check box and all of the access lists 
were empty.  Now that I've set items in the access lists my backend 
users are able to do the things I want them to do.
