[Typo3] How to configure RTE to have plain lists and no paragraphs?

I'm looking for the same thing: a RTE without transformations.  I once 
suggested to use the htmlArea RTE for the "html" content type but I got 
no response.  "html" does not have any transformations so the correct 
HTML code generated by the RTE can go straight into the database. 
Don't have any idea how much effort this is for a programmer, but it 
would be a great solution for all more complex HTML code that the "text" 
content type screws up.  "text" is made for simple text but with the RTE 
available only for "text", everyone tends to do a lot more with it.
