[Typo3] Help for TS Config for user

Hi

I have tried to setup TS config for users and user groups but failed in
one issue.

I have still not found a good documentation, which explains how to setup
'toolbar' for the admin panel. 

These don't explain that:

before setting individual buttons in the admin panel, it has this row


$panel = '';

if (isset($allow['toolbar']))...

I don't understand how to setup this using this information

I have several times asked a good setup, but someone who knows this 
issues was too arrogant to share his knowledge.

Please avoid beeing arrogant.
