[Typo3] Users can't delete pages they own

Hi,
I have quite a few occurrences of non-Admin users who are unable to
delete pages they own. Probably doesn't help debugging that it doesn't
always effect the users--for example, they can create a page and delete
it...but others they can't. I've checked and double-checked the rights
settings and all checkmarks are on for all five page perms. I also, on
a hunch, added full perms to the group to make sure it wasn't honoring
that. I'm stumped.
The specific error it gives folks is "1: Attempt to delete records from
disallowed tables" after they select "Delete" from the click-menu. Of
course, based on the error I check the user and group permissions.
I also checked my usergroup 'Include Access Lists" and ensured they have
the settings right. The structure of my usergroups are that I have a
group called .Everyone that has all the permissions for each usergroup
that are in common. Then each department gets a usergroup for the
purpose of filelist mounting (and in some cases, db mounting) and then
in that group I indicate that it is a sub-group of .Everyone. It worked
great in 3.7 and now in 3.8 (recently anyhow) it seems to be a problem.
Anybody else experience anything like this or have any tips on where I
should start to track this down?
