[Typo3] Users can't delete pages they own

but does the group have the right to edit/modify the table pages?

in the group set up under 'Tables (modify)' make sure you have pages 
selected.

for each user also make sure that the goup 'everyone' is the prime or 
highest listed group in the ordering as then everyone will creat pages 
based on these setting.
